Although there might be several guards here, this objective is very easy and you don't need to fight them - simply run up and hack the single prison cell to open it and capture the objective. This objective is in the south of the district. From here, jump up to another platform which is raising and lowering, where you can jump upwards to the final platform and capture the objective. Quickly jump over to the rotating platform while the platform you are on is raised. Ride the rotating platform around the laser wall and jump over to the platform that is raising and lowering. Shoot the orange button on the tower opposite to raise another platform, then jump on to the raised platform and onto a slowly rotating platform. From here, jump up to the air vent on the tower next to you to land on another stationary platform. Jump over to another stationary platform on the tower opposite, then you can jump over to the slowly rotating platform which is moving through the red laser wall. Head up on top of the media centre and use the air vent to boost up to the stationary platform at the start of the tower.
